Dalton was born on January 20, 1919, in Winston-Salem, North Carolina. He was the second of the four children of Lillian Spach and Dr. William N. Dalton. Dalton received a Bachelor of Arts degree in Economics from the University of North Carolina in 1942. He then joined the U.S. Air Forces, where he served as an airplane engine repairman during World War II and received an honorable discharge in 1945.
