The Urban Affairs Institute was a partnership between Wake Forest University and the city of Winston-Salem to bring University resources to deal with issues such as health, housing, education,employment, physical development, cultural renewal, and community organization, according to an April 1968 <title render="italic"><part>Old Gold and Black</part></title> article. Assistant professor of economics J. Van Wagstaff directed the program from 1968 until 1970, when he requested to be replaced because he wanted to concentrate on his teaching responsilities. Wagstaff was replaced by Julius H. Corpening, a pastor and former director of the Piedmont Church and Industry Institute; Corpening later went on to work in fundraising for the University.

The institute offered training programs, research, and seminars on problems facing the Winston-Salem community. Part of the program included an on-campus police training course taught by Wake Forest faculty and outside instructors on topics including criminology, human relations, and criminal law.

In 1969 a new component was added: the Winston-Salem Youth Services Bureau. The goal of the buerau was to "provide professional help to potential youthful offenders in the city," according to an <title render="italic"><part>Old Gold and Black</part></title>article in February 1969. This "delinquency prevention agency" worked by "using professional social workers to reach the youth in our community." An article in the May 1969 <title render="italic"><part>Wake Forest Magazine</part></title>stated that the institute "hopes to establish channels of communication between the so-called 'establishment' and the young people, provide counseling services, and in general, promote conditions which contribute to the welfare of youth." The Center likely went defunct in the early 1970s.
